Photo of William LuggBill Lugg, elected to the Board of Education in 1983, has been involved with education for many years. His career includes serving as purchasing agent and fiscal services coordinator for the North Sacramento School District and serving as Business Manager for Center Unified School District. He retired from Center Unified School District. While at Center Unified, he served on a number of committees including a statewide committee that redesigned the cost accounting report format for all school districts in California.

As a board member, Bill has focused on maintaining high graduation standards, maintaining a zero tolerance policy toward weapons and drugs on campus, and pursuing an aggressive building program to accommodate the district's rapidly growing student population. He strongly supports all of the district programs that serve special needs children (i.e. alternative programs, special education programs and all other programs that help special needs children). He firmly believes all children can learn and he works with his colleagues to ensure that every child is given the opportunity to succeed.

Bill is a member of the California School Boards Association. As such he has served as CSBA's representative to the statewide advisory committee on account code revision. He is a member of the Railway and Locomotive Historical Society and its Pacific Coast Chapter (PCC). He currently serves the PCC as membership secretary and sits as a member of the Board of Directors. He and his wife are also members of the Nevada State Museum; Friends of the Nevada State Railroad Museum, Virginia and Truckee Division; the California State Railroad Museum Foundation and several other railroad museum organizations. Bill is also a life member of the National Model Railroad Association and its associated Northern California region. He is a De Molay member, and was a past master counselor of that organization.

Bill enjoys reading non-fiction history and biography books and he enjoys building HO scale model railroad equipment and working on his layout when he can. He also enjoys travel to various historical and scenic places with his wife, Irene.

Bill and his wife have one son, Bill III, who attended Samuel Kennedy Elementary School and James Rutter Middle School in the family's south Sacramento neighborhood. He then went on to graduate from Elk Grove High School and CSUS with a BA degree in geology and a BS degree in mechanical engineering.

Bill and Irene have two grandchildren who now live in Colorado where their dad is currently serving as a civilian employee of the US Air Force. Bill’s oldest grandson, Billy, attended Samuel Kennedy Elementary School from second through sixth grade before the family moved to Colorado.
