The Elk Grove Unified School District is closely monitoring the budget discussions taking place at the state level. As the district learns more about how state decisions will affect the district’s budget outlook, information will be posted on this Budget Watch page.
State law requires that California school districts submit a three-year balanced budget. In order to meet our state mandates, the district is being proactive in exploring possible areas to cut for the 2009-2010, 2010-2011 and 2011-2012 school years.

August 5, 2010 Update
As of July 27, 2010, the Elk Grove Unified School District has reached agreements with all its labor associations for the 2010-2011 school year. These agreements will assist the district in maintaining a balanced budget for 2010-2011. The district has reached tentative agreements with the California School Employees Association (CSEA) and the American Federation of State, County and Municipal Employees (AFSCME). The Board of Education ratified agreements with the Amalgamated Transit Union (ATU), the Psychologists’ and Social Workers’ Association (PSWA), the Elk Grove Education Association (EGEA) and EGTEAMS, which represents administrators and other support staff. In addition, in June, the superintendent and associate superintendents agreed to the same concessions as those taken by EGEA and EGTEAMS. The agreements with all labor groups include furlough days, freeze in step (and column for EGEA) movement, the temporary suspension of the annual lottery check payment and change to health care plans.
In the coming weeks, the district will be posting an update on Budget Watch on the budget cuts ultimately made for the 2010-2011 school year. EGUSD will also continue to post information regarding the state budget and its impact on EGUSD as more information becomes available.
June 17, 2010 - Update
EGUSD and EGEA have determined the dates of the nine furlough days (five instructional days and four pre-service days) for the 2010-2011 school year. The 2011-2012 furlough days will be negotiated at a later time.

In addition, the superintendent, associate superintendent, administrators and other members of EGTEAMS, as well as ATU and PSWA, will take concessions equivalent to those taken by EGEA members. EGUSD also continues its ongoing negotiations with all other employee associations.
June 3, 2010 - Update
Tentative Agreement Ratified by the Elk Grove Education Association
On June 2, 2010 the Elk Grove Education Association (EGEA) informed the Elk Grove Unified School District (EGUSD) that its membership voted to ratify a two-year Tentative Agreement (TA) with the district. The TA will be taken to the Board of Education on June 15, 2010, for approval.
The agreement includes concessions from EGEA that total about $23 million for each year. In exchange, the teacher’s association negotiated approximately $13 million in position restorations for each year. The remaining $10 million will assist the district with its $60.5 million shortfall for 2010-2011 and again in 2011-2012.
The Superintendent and Associate Superintendents will take equivalent concessions to those taken by EGEA members. In addition, the district continues its ongoing negotiations with all other employee groups.
The TA with EGEA will allow the district to restore approximately 210 certificated positions including Elementary and Secondary Teachers, Secondary Counselors (29 already rescinded with 37 more restored), Secondary Librarians, 1 position per high school for 9th grade Class Size Reduction, ROP Teachers, Adult Education positions and the continuation of secondary adjunct duty stipends. Class sizes in Kindergarten through 3rd grade will be at a 24:1 student to teacher ratio. Class sizes in 4th through 6th grade will be at a 28:1 student to teacher ratio.
The concessions are for the 2010-2011 and 2011-2012 school year. The concessions for each year include: 9 furlough days (5 instructions plus 4 pre-service or professional development days); a temporary suspension of the lottery checks; a column salary movement freeze; a salary reduction of $4 million for the EGEA unit; a 10 percent athletic stipend reduction; an increase in health benefit co-payments and the elimination of dual health coverage for spouses.
EGUSD and EGEA are working to determine the dates for the furlough days. As soon as the days are determined information will be shared with parents, staff and the community.
Governor’s May Revise

For K-12 public education the impact of the Governor’s May budget revision is very similar to his January budget. The $1.5 billion cut to school district revenue limits remains, meaning an approximate $250 reduction per Average Daily Attendance.
The major changes from the January to May State budget include:
- A rebenching of the minimum Proposition 98 guarantee by eliminating the state funding for child care. This would result in a $1.45 billion reduction.
- The Governor has withdrawn his proposal to apply $1.2 billion of the $1.5 billion reduction to central administration.
The May budget revision has no significant impact on the district’s need to reduce its budget by $60.5 million in 2010-2011.

Program Improvement Positions
This school year the Elk Grove Unified School District entered into Year 1 of Program Improvement after not meeting AYP targets for two years in a row under No Child Left Behind.
As a Program Improvement school district, EGUSD must set aside 10 percent of its Title I and Title I American Recovery and Reinvestment Act (ARRA) funding for district professional learning. Through the use of these federal dollars for professional learning, EGUSD was able to restore or create about 65 certificated and classified positions.
The 2010-2011 Title 1 ARRA dollars allowed the district to lower class sizes in Kindergarten through 3rd grade by two students at EGUSD’s 12 Title 1 schools. This allowed for the restoration of about 20.3 teaching positions. In addition, nine certificated Program Improvement coaches and 7.5 classified intervention support positions were created. The funds were also used to create 28.5 program administrator positions. The Program Administrators will oversee the work at school sites in closing the achievement gap, with specific emphasis on English Learner initiatives, special education, data analysis and culturally responsive professional learning.

April 22, 2010 Update
At the April 20, 2010, Board of Education meeting Superintendent Steven M. Ladd, Ed.D., announced that the district was moving forward with the board approved Supplemental Early Retirement Plan (SERP). The SERP will allow the district to rescind layoff notices and capture savings that will assist with the district’s need to reduce its budget by $60.5 million in 2010-2011.
The district has rescinded approximately 295 preliminary certificated layoff notices as of April 22, 2010. Actions that have contributed to the rescinded notices include the Supplementary Early Retirement Plan, tie-breaking, attrition and the restoration of 29 counseling positions. EGUSD sent out approximately 760 preliminary certificated layoff notices prior to the legally mandated March 15 deadline.
April 15, 2010 Update
The Elk Grove Unified School District rescinded 103 layoff notices for certificated employees this week. The rescinded layoff notices are the result of: the tie-breaking process for employees with the same seniority date; and the reinstatement of 29 counseling positions following an agreement made between the Elk Grove Unified School District and the Elk Grove Education Association for two furlough days for the current 2009-2010 school year.
April 13, 2010 Update
On April 13, 2010, the Elk Grove Unified School District signed a tentative agreement with its Psychologists and Social Workers Association for two furlough days in the 2009-2010 school year. That brings the number of employee groups to three that have agreed to two furlough days in 2009-2010 to assist the district with its budget crisis. The following employee groups will be taking two furlough days in 2009-2010:
- The Elk Grove Education Association (EGEA)
- The Elk Grove Team for Education/Administrative Management and Support (EGTEAMS)
- The Psychologists and Social Workers Association (PSWA)
The superintendent and the district’s associate superintendents will take two furlough days in 2009-2010 and seven furlough days in 2010-2011.
The district continues to negotiate with the remaining three labor associations regarding the two furlough days. Negotiations continue with all the district’s bargaining units regarding the 2010-2011 school year.
April 12, 2010 - 2009-2010 Furlough Days
For the 2010-2011 school year, the Elk Grove Unified School District is required to make $60.5 million in budget reductions as the result of the state’s economic crisis. As the district moves through the process of balancing its budget we continue to seek solutions that will keep staff and programs in place to support our students.
With this in mind, the Elk Grove Unified School District (EGUSD) and Elk Grove Education Association (EGEA) signed a tentative agreement that will implement two unpaid furlough days for teachers, counselors, librarians, nurses and all other EGEA bargaining unit members for the 2009-2010 school year. In addition, EGUSD’s district and site administrators, classified managers and other staff represented by EGTEAMS, the Amalgamated Transit Union and Psychologists’ and Social Workers’ Association have also agreed to two furlough days in the current 2009-2010 school year. The superintendent and the district’s associate superintendents will take two furlough days in 2009-2010 and seven furlough days in 2010-2011.
While the agreement between EGUSD and EGEA does not change the need to reduce the district budget by $60.5 million, it does allow the district to restore 29 counseling positions at the secondary schools for one more school year. Without the furlough days, these 29 counseling positions would have been eliminated as the result of state budget cuts.
This is a positive first step. However, the district is still required to reduce the 2010-2011 budget by $60.5 million through a combination of position and program reductions as well as negotiated cost containment measures in partnership with our labor associations.
Furlough days mean that schools will be closed and students will not come to school on these two days. Due to the various schedules within EGUSD schools, the furlough days vary. The following summarizes the changes to this year’s school schedule:

The tentative agreement also includes the approval of the modified traditional schedule for the 12 elementary schools that will move from a year-round schedule next year. These schools include: Maeola R. Beitzel, Raymond Case, John Ehrhardt, Robert J. Fite, Roy Herburger, Samuel Kennedy, Anna Kirchgater, Herman Leimbach, Charles Mack, Barbara Comstock Morse, John Reith and Union House. The district is also evaluating whether the communities of Florence Markofer, Ellen Feickert and Florin Elementary want to move to a modified traditional schedule.

April 6, 2010, Board of Education Meeting Update
On April 8, 2010, Tamara Sanchez, the associate superintendent of administration and business services, for the Sacramento County Office of Education (SCOE), gave a presentation to the Board of Education on Elk Grove Unified’s current fiscal standing.
California has an early warning system designed to detect which districts are in danger of failing to meet their financial obligations. Interim status reports on the fiscal health of school districts and county offices of education are prepared semi-annually. The certifications are classified as positive, qualified, or negative.
A positive certification is assigned when the district will meet its financial obligations for the current and two subsequent fiscal years. A qualified certification is assigned when the district may not meet its financial obligations for the current or two subsequent fiscal years. A negative certification is assigned when a district will be unable to meet its financial obligations for the remainder of the current year or for the subsequent fiscal year.
In 2006-07, there were only three districts on the negative certification list and 19 on the qualified list. Today, there are 12 districts on the negative certification list and 114 districts in California with a qualified certification status, according to the California Department of Education.
EGUSD is currently in qualified status. EGUSD needs to reduce its 2010-2011 budget by $60.5 million and its 2011-2012 budget by $21.5 million.
Should Elk Grove Unified be unable to demonstrate budget cuts that would balance its budget for the 2010-2011 school years by July 1, 2010, the budget will be certified as in negative status, Sanchez said.
“You are very, very close to being negative right now,” Sanchez said. “Your 2011-2012 budget is out of control. There’s a lot of work that needs to be done over the next two months.”
When a school district goes into negative status, SCOE sends in a financial advisor to look at every decision being made about spending. In negative status, SCOE has the authority to tell a school district how it will spend its funds, Sanchez said.
Sanchez pointed to EGUSD’s $3 million in reserves as being too low for a school district with 62,000 students.
“You are not prepared for the unexpected right now,” Sanchez said.
Richard Odegaard, EGUSD’s associate superintendent of finance and school support, also gave the Board an update on the district’s finances.

March 2, 2010 Board of Education Update
On March 2, 2010 the Board of Education took action to adopt a number of resolutions that initiate the legally required steps to notify certificated and classified personnel of potential layoffs for the 2010-2011 school year. The resolutions will result in preliminary notification of more than 1,000 EGUSD staff, about one-sixth of the district’s employees. This painful ordeal is a result of the State of California’s lack of funding for public education.
The adoption of the resolutions is another step in a lengthy budget process. School districts in California are required by law to notify certificated staff, which includes teachers, of possible layoff by March 15 of every year. In EGUSD it has been the practice of both the district and labor associations to notice classified staff at the same time. Due to the state’s budget process, school districts must make this determination of possible layoffs based on the most current state budget information available.
Based on the Governor’s January budget proposal, EGUSD needs to reduce its 2010-2011 budget by $60.5 million. These cuts follow two years of budget reductions during which time EGUSD’s budget was reduced by more than $40 million. In total, the district will have reduced its budget by more than $100 million over three years as the result of a lack of funding from the state.
The adoption of the resolutions direct the Associate Superintendent of Human Resources to notify all certificated employees associated with the reduction and/or elimination of 545.6 full-time equivalent (FTE) certificated positions. In addition, the Board considered and adopted three resolutions directing the associate superintendent to notice all classified employees associated with a reduction in force of 272.2 FTE positions.
Of these 817.8 certificated and classified positions, approximately 300 FTE are being noticed because their position is funded through grants or categorical dollars that have expired or revenue sources that are uncertain. The district annually notices a number of these positions until their funding stream is confirmed. Once the funds are secured, offers of employment are once again extended to these individuals.
The difference in number between total notices and total positions is due to several reasons: 1) not all district employees are full-time; 2) multiple employees often share the same seniority date and/or hire date; and 3) layoff rights ensure reemployment at lower classifications requiring a displacement process referred to as “bumping.” In the latter case, all employees affected would require notification.
At the March 2 meeting, the Board of Education also took action on resolutions releasing temporary employees; long-term substitutes; a resolution outlining the tie-breaking criteria for employees with the same seniority start date; and, a resolution that excludes teachers with full special education credentials, physical science credentials and mathematics credentials from consideration for reduction and/or elimination.
In the coming weeks, the budget information will be refined and notices, when possible, will be rescinded accordingly. The district has been and will continue to be creative with funding to provide Elk Grove Unified students the best educational opportunities possible.

February 18, 2010 - Parent Budget Presentation

The presentation included an overview of K-12 education funding and a look at how the state’s budget continues to detrimentally impact the Elk Grove Unified School District.

February 17, 2010 Update
On February 16 Richard Odegaard, the Associate Superintendent of Finance and School Support, gave the Board of Education an update on the District’s budget.

At the meeting, the Board approved the district to move forward with an early retirement incentive to certificated non-management. The Supplemental Early Retirement Program (SERP) will be put in place to decrease the number of layoffs and save money on the higher salaries of more tenured teachers who retire by July 1, 2010. An extensive study demonstrated that certificated non-management staff members are the only employee group that would result in a savings to the district when offered the SERP. The district estimates that the SERP would yield about $2 million in savings and ultimately reduce the number of final layoffs by about 165 full time equivalent (FTE) positions. The $2 million will be applied against the district’s $60.5 million in cuts.
In addition, at the meeting, Superintendent Steven M. Ladd, Ed.D. and the district's six associate superintendents announced that they will take two furlough days this school year, five furlough days in 2010-2011 and a freeze in step salary increases in 2010-2011. The six include Associate Superintendent of Elementary Education Donna Cherry, Associate Superintendent of Human Resources Glen De Graw, Associate Superintendent of Education Services Nancy Lucia, Associate Superintendent of Finance and School Support Richard Odegaard, Associate Superintendent of Secondary Education Christina Penna and Associate Superintendent of Facilities Robert Pierce. The superintendent and associate superintendents do not receive a lottery check or column salary increases.
The Board also approved a plan to fund high school athletics for $1.6 million, which is a reduction of more than $850,000, and to move forward with implementing a Voluntary Athletic Contribution (VAC) plan. The purpose of the plan is to support EGUSD’s high school athletic programs and help offset district and site costs associated with the potential reinstatement of any eliminated programs next year or in future years. A parent focus group and the Athletic Budget Team worked through the winter to develop the athletic budget. Their budget proposal recommends maintaining all existing varsity and junior varsity programs.
VAC donations will not be mandatory and a student will not be adversely affected in terms of her/his participation in the district’s athletic program if the family chooses not to make a financial contribution.

The district continues to work on the identification of the additional $18.5 million in reductions that are now required. These budget cuts are on top of the $42 million previously identified for 2010-2011.
It is maddening to recognize that cuts to public education continue. Public education may face more news of additional reductions in the coming months as the budget moves through the legislative cycle. The Governor’s proposal is balanced based on $6.9 billion from the federal government. However, when President Obama released his budget in January, California was slated as receiving only $1.5 billion in federal funding. The district will continue to monitor how the gap between those two figures impacts public education funding.
