FOSTER YOUTH - PROGRAM INFORMATION
Academic Records Assistance:
Due to the frequent moves a child in care makes,
transfer of their educational records may be delayed
or lost. Historically, Foster Youth Services provided
an Educational Passport for all foster youth entering
the Elk Grove Unified School District. However,
beginning January 1, 2004 Assembly Bill 490 made
a dramatic change to this process. As a result
of AB 490, all foster youth must be enrolled into
school immediately and the caretaker is no longer
required to provide immunizations, transcripts,
etc. In addition, a school may not refuse to enroll
a foster child who does not have thse documents
in their posession. Foster Youth Services continues
to provide the necessary support to schools, foster
parents, and group homes that will assist each
foster child in the most appropriate school setting.
The Program Assistant will assist all individuals
in assembling a student's educational information
through many resources (the student, new foster
parent, prior school placement, social worker
and probation officer) to ensure a timely and
appropriate school placement.

Tutoring:
Foster children have a high incidence of gaps
in their education. Tutoring support, through
various funding sources, focuses on assisting
youth in a one-on-one or small group setting for
academic support, special education service referrals
(when appropriate) and graduation planning/assistance.
Each student, when referred, will be academically
assessed to determine eligibility for tutoring
services. To qualify for tutoring each student
must be 1-2 grade levels below the average scores
in either math or reading for their current grade
placement. In addition, a student who qualifies
for tutoring must curerntly reside in a county
licensed foster home, certified Foster Family
agency home or licensed group home. Funding is
not available to provide assistance to students
who are identified as in a guardianship and adoption
homes.

Training:
Once a year Foster Youth provides training to
group home staff/supervisors, Foster Family agencies
and county licensed foster family parents.
