Laguna Rescue 2008 will be a test of the Sacramento County region’s public safety agencies’ ability to respond and recover from a large scale active-shooter event on Wednesday, March 19, 2008.  This full-scale law enforcement exercise is sponsored by the Sacramento Regional Office of Homeland Security, the Elk Grove Unified School District and numerous safety partners.

Event Details
The event will include a simulated active-shooter scenario at Laguna Creek High School.  In order to make the event a success, the exercise will include a volunteer cast of high school students, parents and school staff to role play as actors or extras in this simulation.  Please know that the event will involve simulated casualties and fatalities.

Volunteers, who will play parent roles, need to be at Harriet Eddy Middle School, 9329 Soaring Oaks Drive, by 9 a.m.

Volunteers, who will play the role of Laguna Creek students and staff members, need to be at Laguna Creek High School, 9050 Vicino Drive, by 8:30 a.m.

Volunteer Information
Volunteers will be required to sign a consent form allowing any sworn peace officer of Sacramento County "or their designee" to conduct a criminal history background check. The form will be emailed to you after you register. Forms will be collected at the training sessions. Your registration information will remain private and will only be provided to the Sacramento Regional Office of Homeland Security.

Volunteer role players will be assigned roles by the Department of Homeland Security into the following groups:

Student, Staff, Teacher Group
This group will be on the campus of Laguna Creek High School at the time of the critical incident. During the critical incident these individuals will be directed to "shelter in place" in the large gym pending their transportation to Harriet Eddy Middle School. At the middle school they will be "debriefed" before being reunited with family members or friends.

This group will play a very important role in that their presence will require law enforcement officers to safeguard their welfare and direct their activities in the first hour of this exercise. This group will be composed of adults and high school age students. 

Responding Parent Group
This group of volunteers will act as parents and/or family members of those students who have been injured or believed to have been injured as a result of a criminal act at Laguna Creek High School.

Many of these role players will be directed to respond directly to Laguna Creek High School while others will be directed to go to the "Family Assistance Center" located at Harriet Eddy Middle School.  All of these role players will ultimately assemble at the "Family Assistance Center" where the family reunification process will take place. These role players will have a critical role in this exercise in testing the capabilities of the family assistance process.
