What is storm water?

Storm Drain

The water from rain runoff, or any water that runs off the surface of our community, flows to our storm drains and is known as storm water. Storm water flows directly into our local rivers and streams such as the Cosumnes River, American River and Sacramento River. The State of California Water Resources Board (SWRCB) cited storm water pollution as a leading cause of water pollution in California and the US Environmental Protection Agency (EPA) has stated that 40% of the polluted waters in the United States are a result of storm water runoff. Clean storm water is a vital link to the maintaining our precious 1% of the water cycle that we need on our planet.

In certified correspondence dated May 26, 2004 from the California Regional Water Quality Control Board CentralValley Region (CRWQCBCV), Elk Grove Unified School District was notified that the District was being designated for coverage under the General Small MS4 permit as a non-traditional MS4 (See Appendix A). The designation notification requires that the District submit a Notice of Intent (NOI) and a Storm Water Management Program by November 25, 2004. The Regional Board cited rapid growth and the associated construction of new schools as reasons for designating the District. The Elk Grove Unified School District Storm Water Management Program includes eight control measures designed to control the District’s discharge of pollutants to storm water to the maximum extent practicable (MEP). The eight control measures are:

  • Program Management
  • Public Education
  • Public Involvement/Participation
  • Illicit Discharge Detection and Elimination
  • Construction Site Storm Water Management
  • Post Construction Storm Water Management
  • Pollution Prevention and Good Housekeeping
  • Transportation Facility Storm Water Management
