Budget Timeline

State Reports

School districts are required to submit specific reports to the county superintendent of schools to show their financial planning and fiscal health.  These reports are the Adopted Budget, First Interim, Second Interim, and Unaudited Actuals.

Annually the school district governing board holds a public hearing on the budget to be adopted and adopts a budget by July 1 and files the budget with the county superintendent of schools. The budget and supporting data is maintained and available for public review.  The board adopts a budget after the board adopts its local control and accountability plan.  It is required the budget includes the expenditures necessary to implement the local control and accountability plan or the annual update to a local control and accountability plan that is effective during the subsequent fiscal year. [EC 42126, EC 42127(a)(2)]

During the fiscal year the school district superintendent submits two interim reports to the governing board covering the district’s financial and budgetary status for the periods ending October 31 and January 31.

At the close of the fiscal year the school district superintendent submits unaudited actuals reports to the governing board covering the district’s financial status for the period ending June 30.

Education Protection Account (EPA)

The Education Protection Account (EPA) provides districts with general purpose state aid funding pursuant to Proposition 30, The Schools and Local Public Safety Protection Act of 2012, approved by the voters on November 6, 2012. The EPA funding is a component of the district’s total local control funding formula (LCFF) entitlement.

The new revenues generated from Proposition 30 are deposited into a newly created state account called the Education Protection Account (EPA). Of the funds in the account, 89 percent is provided to K–12 education.

Audit

Audit reports must be filed with the California Department of Education (CDE), the State Controller’s Office (SCO), the local County Superintendent of Schools, and, if applicable, the chartering entity, by December 15 of each year.

The audit is a review of compliance and fiscal internal controls and provides financial status information of assets and liabilities.

Finance Committee

The Elk Grove Unified School District has long had a community advisory Finance Committee which includes parent, community member and high school student representatives. Community committee members are appointed by the superintendent and members of the Board of Education and serve two year terms. Student members serve one year terms and include a representative and alternate from each comprehensive high school. Carrie Hargis, the Director of Fiscal Services, serves on the committee on behalf of the district. The committee meets a minimum of four times a year to review and discuss the Elk Grove Unified School District’s budget. Student representatives attend two of the meetings a year to provide the committee input on how EGUSD’s budget impacts their education.

The role of the finance committee is to:

  • Review the annual budget and interim financial reports and provide comment when deemed necessary.
  • Provide opinions on current fiscal strategies for the district.
  • Identify potential fiscal problems and refer them to the Superintendent and staff for analysis.
  • Provide an annual written report of the Committee’s activities to the Board.
  • Provide any oral presentations to the Board of Education at the Board’s request or at the Committee’s initiative.
  • Serve as an ad hoc resource for specific research or study as requested by the Board and/or Superintendent.
