The Elk Grove Unified School District and San Francisco State University have developed a unique Alternative Teacher Certification Program - The "Teacher Education Institute." This innovative program serves as a response to the challenges present in today’s teacher education and certification programs by utilizing the talents and exemplary practices of the Elk Grove Unified School District and San Francisco State University’s College of Education. The Elk Grove Unified School District and San Francisco State University have developed a true partnership through the formation of an educational team composed of staff from the school district and university. The educational team, working together on a daily basis, has created a credential program which is a true apprenticeship model that ensures the strong integration of educational theory, curriculum content and instructional methodologies with the clinical field experience in order to best meet the needs of each individual teacher intern.

San Francisco State University is one of 23 California State University campuses. The SFSU College of Education is recognized as a major teaching preparation site both in the state and nationally. Typically, about 1,500 credentials are issued each year by a diverse and well-trained faculty. |

The Elk Grove Unified School District is one of California's fastest growing districts, with over 62,000 ethnically and socio-economically diverse students. Because of its commitment to the training and support of a quality teacher cohort, the Elk Grove Unified School District is uniquely qualified to implement this model program. |

| The Program |
The many strengths of this credential program ensure the certification of teachers who have been immersed in the district’s policies, practices and curriculum, and therefore, are well prepared and highly motivated to meet the educational needs of students within Elk Grove Unified School District as well as within the state. |
This enhanced program will:
1). Increase the number of Elementary Multiple Subject Interns and Secondary Single Subject Interns in Mathematics, Science, English, and Foreign Language.
2). Recruit talented teacher candidates from local colleges, universities, state and federal governments, military, defense-related contractors and local private industries.
3). Develop and implement additional credential and certificate programs in order to advance and facilitate the university training of educators currently teaching in the district’s classrooms. |

This Alternative Certification Program is the vehicle through which the district will meet the demand for highly qualified educators. Alternative routes to teacher certification recognize the value of life experience and facilitate the certification of teachers by removing time and financial barriers. This program offers options based on individual need for those with rich work experiences in related fields that have been displaced because of changing political and economic forces. In addition, it allows individuals with specialized skills, particularly in selected subject areas and strong backgrounds, including maturity and life experiences, to serve in teaching positions while completing their teacher preparation. It draws on the largely untapped pool of potential teachers from other professions in more effective ways than traditional, university-based teacher preparation programs and provides an avenue for those for whom an extended university program is unappealing. The program offers a comprehensive range of options specifically designed to meet the needs of individual teacher interns that will enhance the range and depth of qualified teachers available to this school system, particularly those persons with highly technical and diverse skills. Effective teachers are also "reflective practitioners" who are capable of analyzing their experience and modifying their teaching. Beginning teachers acquire these abilities over time and in phases. To be relevant and generalizable, these abilities must be grounded in experience. Therefore, this teacher credential program is both developmental and experiential. |
