Delia Baulwin was appointed to the Elk Grove Unified School District Board of Education to represent Trustee Area 4 in February of 2025.
 
Mrs. Baulwin has lived in Elk Grove since 2018 with her beloved family. They purposefully chose the Laguna area to raise their children because of the remarkable schools and diverse community. She is married to Brian Baulwin, and they have three wonderful children who attend Laguna Creek High School and Area 4 elementary schools. Prior to serving as a trustee for the Elk Grove Unified School District, Mrs. Baulwin served as a commissioner for the City of Elk Grove’s Diversity and Inclusion Commission since January 2023. She also served as a board member for EG SPEAKS, a non-profit local organization dedicated to supporting and advocating for students and families with disabilities. From 2021 – 2023, Mrs. Baulwin served as a school site council parent representative to help identify the best use of funds and support the LCAP process at Elizabeth Pinkerton Middle School. Mrs. Baulwin currently works at the California Department of Human Resources in the Benefits Division, as one of the managers working with an awesome team to administer quality benefits for state service workers.  
 
Mrs. Baulwin has 16 years’ experience serving and leading in education. She began her career as a secondary education social studies teacher in Atlanta, Georgia and Avondale, Arizona teaching in Title 1 schools. She moved back to her home city in Washington State to raise her daughter, as a single mother, and began working in postsecondary education outreach at The Evergreen State College in Olympia, Washington. She joined the same TRiO Upward Bound program that she grew up in as a high school student. While serving and leading the Upward Bound program, Mrs. Baulwin supported more than 100 students transition and complete their college degrees. Mrs. Baulwin moved to the Sacramento area with her daughter and worked for St. HOPE Public Schools as a college completion counselor and later joined Los Rios Community College District as a Faculty Coordinator of the CalWORKs Student Support Services programs, to ensure student parents where successful in completing their college degree and/or certification programs.
 
After COVID, Mrs. Baulwin switched career paths to Human Resources and still maintained her passion for education through less conventional means. In 2020, Mrs. Baulwin developed a deep passion for neurodivergent inclusivity and supporting families, especially parents with navigating resources and support for autistic children. As a classroom teacher, she was very familiar with Special Education and the IEP process, but as a parent it was very clear that navigating all the appointments, services, and resources to ensure your child thrives was very challenging. Through her own growth and development Mrs. Baulwin connected and built community with families also learning and navigating what is required to be a neurodivergent affirming family promoting and living out inclusivity. Mrs. Baulwin serves as a mentor and mom-friend to help support families through special education meetings, early intervention, and volunteering at her children’s schools. Now as the Area 4 Trustee, Mrs. Baulwin is thoroughly excited to serve and bring a perspective that is representative of many families in Elk Grove. It is truly an honor and privilege to serve the families, students, teachers, staff, and community at large in this capacity.
